Waivers, deferments, or reductions must be obtained from the office directly concerned such as Financial Aid, Graduate Division, Human Resources, Special Services, Associate Dean, Student Health Insurance, Student Business Services, or Registrar well in advance of the fee payment deadline. Students who are electing to have a portion of their fees deferred should refer to the Deferred Payment Plan section below for deadlines and further information.
Students who have debts to the University that are more than 30 days past due must pay those debts before Student Business Services can process any deferment, waiver, or fee reduction. Students who do not pay the correct amount due or who do not submit required approval forms well in advance of the fee payment deadline will not have a waiver or fee reduction acknowledged. They will lose their enrollment in courses and must pay their fees in person.
The Deferred Payment Plan (DPP) offers students an opportunity to pay their quarterly fees and tuition in three monthly installments. For each quarter of participation, there is a processing fee of $25 for resident students and $40 for nonresident students. Applications should be received for Fall Quarter 1997 by August 20, 1997; for Winter Quarter 1998 by November 20, 1997. Applications can be obtained at the Cashier's Office, 1127 Hinderaker Hall, or at Student Business Services Office, 2148 Hinderaker Hall, or by telephoning (909) 787-2346.
Undergraduate students whose enrollment for the term is approved by the dean of their college for 10 quarter or fewer units of academic credit shall pay the full University Registration fee and one-half the Educational fee. Students may petition for part-time fee waivers up to the 15th day of instruction. Students should be aware that part-time fee waivers are not processed by the Office of the Registrar until their enrollment is reduced to 10 units or fewer. Reduction of units to 10 quarter units or fewer after the 15th day of instruction does not reduce the Education fee.
Nonresident Tuition for undergraduate students registered in 10 quarter units or fewer is assessed at 50 percent of full-time nonresident tuition.
Graduate Students: A limited number of academic programs have a part-time program. For further information consult the Graduate Dean's Office.
A regular-status employee who meets the admission requirements of the University is eligible for two-thirds' reduction of both the University Registration Fee and the University Educational Fee for up to 9 units or three regular session University courses per quarter or semester, whichever is greater. A employee so registered is ineligible for the services and facilities of the counseling center, gymnasiums, or the student health center, other than those to which the employee may be otherwise entitled.
Section 32320 of the California Education Code provides for exemption from certain fees at state-owned colleges, universities, and other schools for eligible students who are dependents or spouses of veterans whose death or disability was service-connected. Qualifying UCR students are eligible for exemption from the University Registration Fee, Educational Fee, Professional School fees, and Subject A Fee. Claims for exemption of fees may be considered only if the claim is presented to the University during the fiscal year (July 1 through June 30) to which the claim applies. Section 68120 of the California Education Code provides for exemption from all fees and tuition at state-owned colleges, universities, and other schools for the surviving children of law enforcement or fire suppression officers who were killed in the performance of active law enforcement or active fire suppression. Claims for exemption of fees and tuition for qualifying UCR students may be made through the Office of the Registrar.
Late fees for enrollment and registration may be waived for the following reasons only:
All students who are considered nonresidents for tuition purposes and are advanced to candidacy for the Ph.D. as of the first day of Fall Quarter 1997 will receive a reduction of 75 percent of the nonresident tuition. Each student is eligible for a maximum of three calendar years. Time spent not registered (withdrawn, on leave, or on filing fee status) will count toward the three-year total unless the Graduate Dean grants an exception. A student must be advanced by the first day of the academic term to qualify for that term. Students who are currently advanced will qualify for the reduction if they have not been advanced for more than three years. For example, if a student advanced Fall 1996, the student will be qualified for the reduction for 1997-98 and 1998-99. The student must pay full fees if not finished by Spring 1999.
